Where is Juneteenth? Dating back to , it was on June 19 th that the Union soldiers, led by Major General Gordon Granger , landed at Galveston, Texas with news that the war had ended and that the enslaved were now free. The Emancipation Proclamation had little impact on the Texans due to the minimal number of Union troops to enforce the new Executive Order. Later attempts to explain this two and a half year delay in the receipt of this important news have yielded several versions that have been handed down through the years.
Often told is the story of a messenger who was murdered on his way to Texas with the news of freedom. Another is that the news was deliberately withheld by the enslavers to maintain the labor force on the plantations. And still another is that federal troops actually waited for the slave owners to reap the benefits of one last cotton harvest before going to Texas to enforce the Emancipation Proclamation.
All of which, or none of these versions could be true. Certainly, for some, President Lincoln’s authority over the rebellious states was in question. Whatever the reasons, conditions in Texas remained status quo well beyond what was statutory. General Order Number 3. This involves an absolute equality of rights and rights of property between former masters and slaves, and the connection heretofore existing between them becomes that between employer and hired laborer.
The reactions to this profound news ranged from pure shock to immediate jubilation. While many lingered to learn of this new employer to employee relationship, many left before these offers were completely off the lips of their former ‘masters’ – attesting to the varying conditions on the plantations and the realization of freedom.

The Executive Leadership Institute ELI was established in as a program dedicated to grooming African American managers for the rigors of executive positions in public service organizations. As cities, counties, and states face an enormous array of critical problems – including escalating crime rates, growing demands for social services, rapidly deteriorating infrastructures, and diminishing Federal aid to localities – the need for talented, energetic, creative, resourceful, and capable executives from diverse backgrounds is increasingly present.
ELI was established to sharpen the skills and capabilities of an elite core of managers and administrators who have already demonstrated superior achievement as assistant city managers, department heads, bureau chiefs, and the like. This program is one of the few training Institutes in the United States that offers a curriculum mixed with both academic based theory and practitioner based experience through partnerships with universities and cities throughout the country.
The ability to compare and contrast the impacts of urban renewal, transportation policy, economic development strategies, leadership, and other public policies, in seven cities over an eight-month period, is unique to participants of the Executive Leadership Institute. ELI candidates also have the exceptional opportunity to interface with elected and appointed administrators who grapple with public policy decisions daily, citizens who live in these communities and universities that study and analyze public management application and theory.
The Executive Leadership Institute has been developed to meet the needs of experienced managers and administrators. In addition to aspiring to achieve an executive position, applicants should possess strong academic training, including a bachelor’s degree required and a master’s degree preferred. Persons who fulfill these minimum requirements, demonstrate leadership skills, and a commitment to social responsibility will be considered.
If you are selected as a candidate, you will be expected to become an active member of NFBPA, as well. The Executive Leadership Institute is designed for leaders upon whom elected and appointed officials rely on to carry out policies, implement programs, and solve problems. As Dr. King laid out in his speech, their struggle was not against the city government alone.
It was against centuries of systemic racism — from slavery to Jim Crow laws and segregation — that denied people of color opportunities and robbed them of wealth.

Our vision is to improve the health status of the communities we serve, including addressing societal issues such as the systemic connection between racism and healthcare disparities that impact African Americans. The hurt, anger, and frustration that are driving this enduring plague should be neither misinterpreted nor dismissed. While it is easy to pinpoint the challenges in these situations, NAHSE seeks to be a part of the solution. As leaders, NAHSE members we have a moral responsibility to be a force for change and to support our communities in finding a way forward during this unprecedented season.

We will organize, plan, and use our collective voice to bring about the change for a nurturing, inclusive community where all people are safe, supported, and appreciated. Our prayers are for families, community leaders, law enforcement, governmental agencies, and cities impacted during the civil unrest that has erupted from what began as peaceful protests in over cities.
